Since the supervision of tobacco control involves a wide range of places and a large number of places, a single department is responsible for tobacco control supervision, and it is difficult to enforce the law or the supervision. Therefore, in order to provide stronger law enforcement guarantees for tobacco control work in Hangzhou and ensure the effective implementation of regulations, the “Revised Draft” draws on the successful experience of Shanghai, Shenzhen and Guangzhou to establish a multi-sector comprehensive law enforcement model. The specific division of departmental supervisory responsibilities will be further refined by the municipal government.

If the local operators and managers fail to perform their tobacco control duties, the original "Regulations" stipulate that they should first be warned and ordered to make corrections within a time limit. If the overdue period is not corrected, the fines can be imposed; the "Revised Draft" is adjusted to be ordered to correct within a time limit and the fines can also be fined. From 500 to 2,000 yuan, it was adjusted to 2,000 to 20,000 yuan.
